Coalition for Cannabis Policy (CCP) will soon begin gathering the initial 1,000 registered Oregon voters’ signatures needed to sponsor the Safe Cannabis Act of 2028 petition. After gathering these required first signatures, the Office of the Secretary of State will certify a ballot title with the Attorney General, proposing a statutory initiative for the General Election of November 7, 2028. After we receive the certified ballot title, we will need 120,413 valid signatures by July 7, 2028 to qualify for the November 2028 ballot.
The Safe Cannabis Act of 2028 would make the following changes to Oregon law:
- Direct the OLCC to license and regulate cannabis social consumption spaces at public events
- Instruct OHA to create certification exemption for Clean Air Act
- Direct the OLCC to regulate and oversee the licensing and regulation of cannabis lounges
- Allow existing cannabis dispensaries to add a separate social consumption space
- Allow for OLCC licensed farms to host tours and tastings, as regulated by the OLCC
