The Coalition for Cannabis Policy (CCP) is excited to announce the beginning of our journey toward advancing cannabis policy in Oregon with the Safe Cannabis Act of 2028. As we prepare to gather the first 1,000 signatures to sponsor this important initiative, we are reaching out to individuals and organizations who believe in the future of cannabis access, fairness, and opportunity.
The Safe Cannabis Act of 2028 aims to address some of the most critical shortcomings in Oregon’s cannabis policies. Legalization was originally sold to the citizens of Oregon as a way to foster small businesses, end unjust discrimination, and ensure the right to safe, legal access to cannabis. Unfortunately, the state has not yet fully embraced these goals, and we believe it is time to push for meaningful change. The Safe Cannabis Act will seek to:
- Create certification exemptions for cannabis lounges under the Clean Air Act through the Oregon Health Authority (OHA).
- Permit cannabis lounges to operate under the regulation of the Oregon Liquor and Cannabis Commission (OLCC).
- Allow existing dispensaries to offer social consumption spaces separate from their retail environments.
- Enable cannabis farms to host tours and tastings in compliance with OLCC guidelines.
- Allow cannabis consumption at public events through OLCC licensed social consumption spaces.
The coalition’s primary mission is to expand access, promote responsible tourism, and provide a model for other states seeking to implement a more just and inclusive form of cannabis legalization. But to succeed, we need your support.

To qualify for the November 2028 ballot, we must gather 120,413 valid signatures from registered Oregon voters by July 7, 2028. This is no small task, but we believe that together we can build the momentum to make it happen. After securing the initial 1,000 signatures needed to sponsor the petition, we will be launching a statewide signature drive, and we need your help to spread the word, gather signatures, and secure the support needed to succeed.
